Single Article- In order to focus policymaking, management, planning, monitoring and organizing matters related to the field of commerce, distribution and market regulation, by abstracting the goals, missions and tasks related to commercial affairs (domestic and foreign) from the ministries of industry, mining and trade and agriculture. "Ministry of Commerce" is established and the title of the Ministry of Industry, Mining and Trade is changed to "Ministry of Industries and Mines".
Note 1- Consumers and Producers Support Organization, Iran State Trading Specialized Parent Company, Iran Trade Development Organization, International Exhibitions Joint Stock Company of the Islamic Republic of Iran, Iran Export Guarantee Fund, Business Studies and Research Institute, Electronic Commerce Development Center and Iran National Carpet Center to Along with all the facilities, obligations, duties and missions, structure and manpower and their movable and immovable property and all the duties and responsibilities of the market inspection area, as the case may be, it is taken from the ministries of industry, mining and trade and jihad agriculture and joins the ministry of commerce.
Note 2-
The government is obliged to hand over all the duties of this company in commercial affairs and market regulation to the Ministry of Commerce within a period of three months by amending the articles of association of the joint-stock company supporting the country's livestock affairs .
Note 3- The members of the board of directors and the CEO of Saderat Bank are appointed by the proposal of the Minister of Commerce and the approval of the General Assembly of the aforementioned bank and by the decree of the Minister of Economic Affairs and Finance.
Note 4- The organization of the structure of the institutions covered by this law, using the existing structure and without any organizational development, will be approved by the country's administrative and employment organization within a maximum period of three months from the effective date of this law. Abstraction and transfer of other institutions under the ministries of industry, mining and trade, agricultural jihad and other executive institutions with the aim of focusing policy, management, planning, monitoring and organizing the field of commerce and market regulation and emphasizing the approach of consolidating, integrating and reducing organizations and The structures of the mentioned executive bodies are allowed with the approval of the Cabinet of Ministers.
Note 5- From the date of entry into force of this law, all the duties and powers under clause "A" of Article (1) of the law on the concentration of duties and powers related to the agricultural sector in the Ministry of Agricultural Jihad, approved on 11/24/1391, will be transferred to the Ministry of Commerce. In the implementation of this law, the Ministry of Commerce is obliged to comply with the provisions of Article (16) of the Law on Increasing the Productivity of Agriculture and Natural Resources approved on 23/4/2019 with subsequent amendments and additions.
Note 6- In order to monitor and monitor the market of goods and services with the approach of establishing governance and with the aim of anticipating the needs of consumers and producers, the Ministry of Commerce is obliged to cooperate with the Ministry of Industry, Mines and Trade, the Ministry of Jihad and Agriculture and other executive bodies in charge of establishing counters. management dashboard) with an emphasis on creating a connection between the existing systems in the field of supply chain, production and distribution, with the priority of basic goods and primary inputs, within a maximum period of three months from the effective date of this law.
Note 7- All the duties, powers and responsibilities prescribed in various laws and regulations that were the responsibility of the Minister or the Ministry of Industry, Mining and Trade, the Minister or the Ministry of Jihad Agriculture or other executive bodies, according to the goals and missions contained in this law. It is the responsibility of the Minister or the Ministry of Commerce as the case may be.
Note 8- The executive regulations of this law will be prepared by the administrative and employment organization of the country within three months from the effective date of this law and will be approved by the Cabinet of Ministers.
